With reference to Lord Acton's Deepatch No. 107

of the 5th of August last respecting the treatment

of the Chinese in the Netherlands East Indies, and

to 5 77 of the Annual Report on the Netherlands which

was forwarded to the Foreign Office in lo. 11 of the

16th of January last, I have the honour to report that

I yesterday learnt from Monsieur van Swinderen that

a Consular Convention has been concluded between the

Netherlands Government and the "overnment of China,

on the above subject which will shortly be published.

Noteɛ exchanged between the two Governments will

also be published etṛting that the nationality of the

Chinese born in the Dutch Colonies is determined by

the law of February 1910 (See 77 of the Annual Re-

port and Sir George Buchanan's despatch No. 8 Treaty

of March 1,1910).

Monsieur van Swindoren informed me that by this
